The ratio between success and failure in ICT projects suggests a need for improved understanding of the ICT implementations. New methods to evaluate the ICT projects are sought. Modern economies are soon 90% based on services. Information and Communication technologies (ICT) are a key factor in this development. Terveydenhuolto on alue, jossa sekä tieto- ja viestintäteknologian mahdollisuudet että ongelmat näyttäytyvät selvemmin kuin juuri missään muualla yhteiskunnassa. Terveydenhuollossa liikkuu valtaisa määrä tietoa: koko hoitoprosessin keskeinen piirre on informaation ja datan tuottaminen, käsittely, siirtäminen ja hyödyntäminen päätöksenteossa.
